The bill (Reg. No. 2842) suggests supplementing the list of expenses on state social protection programs that are provided at the cost of subventions from the state budget to local budgets by providing peat briquettes as an alternative together with coal to persons that under articles 43 and 48 of the Mining Law have the right to free of charge provision of coal for domestic needs but reside in the buildings with central heating.
Implementation of the suggested provision is possible under the condition of amendments to articles 43 and 48 of the Mining Law.
The Committee recommends that the Verkhovna Rada should adopt the bill as a basis and in entirety as a law, under the condition of previous consideration and adoption of the bill on amendments to the Mining Law of Ukraine re provision with coal and peat briquettes (Reg. No. 2843).
